The wooden truncheon engraved with an oblong metal plaque engraved ''City of London CYRIL F LEWIS Chief Commoner some time Chairman of the Police Committee.'' The first direct elections to Common Council took place in 1384, before that date the representatives of the wards had been elected by the livery companies. In the mid 1900's the Court of Common Council, also known as the Common Council of the City of London was the primary decision making body of the City of London Corporation and meets nine times per year. Each year, the common councilmen elect one of their number to serve as Chief Commoner, an office which serves to recognise the distinguished contribution the office holder is likely to have made to the City Corporation over a period of years. The Chief Commoner is expected to champion the Court of Common Council and to work to uphold its rights and privileges whilst offering advice and counsel to its members. Cyril Frederick Lewis, Chief Commoner of the Police Committee received a CBE (Commander of the order of the British Empire) in the 1963 new year honours. Turned grip handle with wrist thong attached. Overall length 15 inches. In good condition with a few dings and scratches. Until the mid 1990s, British police officers carried traditional wooden truncheons of a sort that had changed little from Victorian times.
