The Laws & Licensing Changes in 2025

2025 has easily been one of the busiest years for changes in UK firearms laws and licensing. New rules dropped, big ideas were debated, and several major updates hit the shooting world all at once.

New Licensing Rules 

 

A lot of the talk this year focused on the updated licensing rules. Here’s the simple version of what changed:

 

  • Police checks got deeper and more consistent across the country
  • Medical information and GP involvement became more important
  • Social media checks were formally introduced
  • Domestic abuse considerations and past behaviour now carry more weight
  • Home visits and interviews are becoming standard for many forces

Talk of Moving Shotguns to Section 1

 

One of the most talked-about topics this year was the idea of moving Section 2 shotguns into the more restrictive Section 1 framework. What this means in simple terms means more paperwork, more justification, and a tighter approval process for shotgun ownership. BASC has pushed back hard against this idea - but it’s something shooters should be aware of heading into 2026.

Sound Moderator Deregulation (Finally Some Good News)

 

One change that shooters widely welcomed this year was the Government’s decision to deregulate sound moderators. Lead Ammunition Restrictions

 

The Government also moved forward with plans to phase out lead ammunition, with new restrictions aiming to come into force before 2029.

  • Larger rifle calibres (like .243+) are included
  • Small calibres and airguns are expected to stay out of scope
  • BASC is pushing for more clarity and a smoother rollout

Online Safety Act Changes on Gunstar

 

Because of new Ofcom rules, Gunstar introduced a small but important change in 2025: You now need to log in to view phone numbers or message sellers. This helps cut down on scams, fake accounts and unsafe interactions - especially around firearms sales - and keeps the platform safer for genuine users.
